Regulatory basis for the Waste Isolation Pilot Plant performance assessment

چکیده
en c= m m — < m The Waste Isolation Pilot Plant (lVIPP) is the first operational repository designed for the safe disposal of transuranic(TRU) radioactive \vastefrom the defense programs of the U.S. Department of Energy (DOE). The U.S. Environmental Protection Agency (EPA) is responsible for certifications and regulation of the WIPP facility for the radioactive components of the waste. The EPA has promulgated general radioactive waste dk.posal standardsat 40 CFR Part 191. and WIPP-specific criteria to implement and interpret the generic disposal standardsat 40 CFR Part 194. In October 1996. the DOE submitted its Compliance Certification Application (CC.4) to the EP.4 to demonstrate compliance \vith the disposal standards at Subparts B and C of 40 CFR Part 191. Tlis paper summarizes the development of the overall legal framework for radioactive waste disposal at the WPP, the parallel development of the WIPP performance assessment (PA), and how the EP.4 disposal standardsand implementing criteria formed the basis for the CC.4 WIPP PA. The CCA resulted in a certification in May 1998 by the EPA of the WIPP’S compliance \viththe EPA’s disposal standard, thus enabling the lVIPP to begin radioactive waste disposal.

Characterization of stochastic uncertainty in the 1996 performance assessment for the Waste Isolation Pilot Plant
The 1996 performance assessment (PA) for the Waste Isolation Pilot Plant (WIPP) maintains a separation between stochastic (i.e., aleatory) and subjective (i.e., episternic) uncertainty, with stochastic uncertainty arising from the possible disruptions that could occur at the WIPP over the 10,000 yr regulatory period specified by the U.S. Environmental Protection Agency (40 CFR 191,40 CFR 194) a...
متن کاملWaste Isolation Pilot Plant Disposal Room Model
This paper describes development of the conceptual and mathematical models for the part of the Waste Isolation Pilot Plant (WIPP) repository performance assessment that is concerned with what happens to the waste over long times after the repository is decommissioned. These models, collectively referred to as the "The Disposal Room Model," describe the repository closure process during which de...
متن کاملOverview of Performance Assessment for the Waste Isolation Pilot Plant
The Waste Isolation Pilot Plant (WIPP) has been developed by the U.S. Department of Energy for the geologic (deep underground) disposal of transuranic waste. Compliance with the containment requirements is demonstrated by means of performance assessment (PA). The term PA signifies an analysis that 1) identifies the features, processes and events (FEPs) that might affect the disposal system; 2) ...
متن کاملScenario development for the Waste Isolation Pilot Plant Compliance Certification Application
Demonstrating compliance with the applicable regulations for the Waste Isolation Pilot Plant (WIPP) requires an assessment of the Iong-term performance of the disposal system. Scenario development is one starting point of this assessment, and generates inqui~ about the present state and fiture evolution of the disposal system. Scenario development consists of four tasks: (i) identi&ing and clas...
متن کاملSummary discussion of the 1996 performance assessment for the Waste Isolation Pilot Plant
The Waste Isolation Pilot Plant (WIPP) is under development by the U.S. Department of Energy (DOE) for the geologic disposal of transuranic waste. The construction of complementary cumulative distribution fimctions (CCDFS) for total radionuclide release from the WIPP to the accessible environment is described. The resultant CCDFS (i) combine releases due to cuttings ~d cavings, spallings, direc...
